In a medium bowl, beat the heavy cream with the powdered sugar and vanilla extract until stiff peaks form. Add the cream cheese, rooh afza, and dragon fruit and blend until smooth and fluffy.
Transfer to a piping bag and pipe into the tart shells. Garnish with a sprig of mint and enjoy fresh! These are best eaten right away because the liquid will make the shells soggy*
