In a saucepan over medium-high heat, combine the milk, heavy cream, vanilla, honey and orange zest and bring to a simmer. Remove the saucepan from the heat and set aside for about 30 minutes.
In a medium bowl, whisk the whole eggs with the yolks, sugar and cornstarch until smooth. Slowly whisk in the warm milk mixture to the egg mixture. Pour the contents back into the saucepan. Bring to a boil over moderately high heat, whisking constantly until thickened.
Transfer the custard to a blender. Add the goat cheese, butter, orange juice and salt to the blender. Blend until smooth. Pour the custard into your choice of mold and refrigerate until chilled, about 1 hour. Top with blueberries and a light drizzle of honey before serving.
