In a large bowl, whisk together the flour, yeast, sugar, and salt. Add the oil and water and mix until a dough begins to form.
Knead for about 10 minutes or until the dough becomes soft and smooth. Grease the bowl with some oil, then cover and let rise until double in size, about 1 hour.
Preheat oven to 425F.
Once doubled, transfer to a floured baking mat and roll out into a 16" circle. Transfer to the pizza pan and crimp the edges to make a crust. Bake for 5 minutes.
Remove from oven and spread the pasta sauce evenly over the top. Follow with the pasta, all 3 types of cheese, bell pepper, ground beef, diced onion, and italian seasoning.
Bake for another 10-13 minutes or until the crust is a golden brown. Enjoy warm!
